FOM is a joint initiative of the Dutch Ministry of Economic Affairs and FMO. Main goal is to promote economic development in Emerging Markets by stimulating investments by Dutch companies in these countries. By financing companies that would otherwise not have access to finance in those markets, FOM supports Dutch companies in their international strategy and maximizes the development impact of these investments.The Fund for Emerging Markets (FOM) is a programme offered by FMO, the Netherlands Development Finance Company. FOM stimulates the Dutch private sector to invest in emerging markets by furnishing capital and experience.
FOM stimulates Dutch investments in emerging markets through favourable financing schemes. Dutch investors can apply at FOM for medium to long-term financing for investment in foreign daughter companies or joint ventures with foreign partners.
Depending on the specific project, the form of the FOM participation may vary. FOM can provide instruments such as guarantees, loans, subordinated loans or equity financing.
For loans, the interest rates are based on actual market rates. FOM offers loans with a maximum of EUR 5.0 million, for 3 to 12 years, with a grace period of up to 3 years.
When providing equity, FMO normally takes a minority interest and subscribes to between 10% and 35% of a private sector company’s equity, or an investment of EUR 3.0 to 5.0 million. The average commitment is 5 years.
Next to FOM, FMO provides other forms of financing as well via its network of international financial institutions and banks (seed money, mezzanine financing, capacity development).
